The Consortium's first public convening. For the first time in Ukraine, government, expert community, and business representatives met to discuss systematising electronic health services and a joint defence against cyber threats.
Participants committed to a permanent working group under the National Security and Defence Council on the protection of medical data. The group is the first institutional foundation for subsequent regulatory decisions on healthcare cybersecurity.

We must create a real eHealth space, with clear rules, a development strategy, and information continuity. For Ukraine, this is an enormous chance to join the countries with the most modern electronic health systems, given the existing pool of IT talent.
The platform of the National Coordination Centre for Cybersecurity at the NSDC will become a uniting body for protecting people's interests and rights. As digitalisation advances, threats — including cyber threats — emerge alongside it. We are committed to joining forces and engaging experts widely.
A secure transition of the healthcare system into cyberspace is a matter of national importance.
The problem of patient personal-data security must be brought in line with international standards. A series of audits in medical institutions showed that data storage and protection is the most important question in healthcare reform.
For me, the most important foundation of the future of digital medicine is care for the patient — convenience and quality of services. Above all, there must be convenient access to medical services, and this is what will create a revolution.
Participants recorded the establishment of a permanent working group under the National Security and Defence Council to include substantive discussion of key topics and the delivery of effective projects. The Ministry of Health and the Ministry of Digital Transformation are identified as key partners for continued cooperation.
